About the Municipal Services Agency

The agency delivers municipal services such as refuse collection, animal services, land use planning, road maintenance, water and sewer to Sacramento County residents living outside incorporated cities.*

The Agency is comprised of 11 departments and employs approximately 2,400 of the County’s total 14,000 workforce.
Paul Hahn is the Agency Administrator, and Steve Pedretti is the Deputy Administrator.

Neighborhood Service Centers are being established in communities to provide services to closer to customers in their neighborhoods. The first Neighborhood Service Center was opened in the North Highlands area, and the second East Area Service Center in the Fair Oaks area on Hazel Avenue.

    *What is unincorporated?
    The dictionary defines unincorporated as any area not chartered as a self-governing village or city; lacking the tax, police, and other powers conferred by the state on incorporated towns: an unincorporated hamlet.

    In Sacramento County, unincorporated refers to those communities outside incorporated cities such as Citrus Heights, Elk Grove, Rancho Cordova and Sacramento. The County Municipal Services Agency provides city services such as water, sewer, roads, animal care, and refuse pick-up in the unincorporated regions of the County.
