Infrastructure Finance Section (IFS)

The Infrastructure Finance section (IFS) is primarily responsible for the preparation of project-specific public infrastructure financing plans and the formation and administration of the resulting financing mechanisms to accommodate urban growth within the County. These financing mechanisms typically include community facilities districts (Mello-Roos), special assessment districts, development impact fee programs, county service areas, benefit assessments lighting and landscaping districts.

Land Division and Site Improvement Review (LDSIR)

Our mission in LDSIR section is to assist property owners and developers who wish to subdivide their property or construct improvements. We assist our customers through the myriad of laws and codes that regulate this type of activity. We review final subdivision maps, parcel maps, certificates of compliance, and records of survey for technical accuracy and conformance with State law. We review and approve engineered improvement plans in conformance with County standards and good engineering practice. We also maintain a repository of all recorded maps and record improvement plans.

Surveys

Our Survey Section provides professional surveying services in support of public infrastructure and other Sacramento County projects including acquisition and disposal of real property, horizontal and vertical control, topographic mapping and flood related studies. We provide expertise in surveying and mapping to other County divisions and departments. Other responsibilities include re-establishment of survey monuments destroyed by county projects and maintaining an index of surveys performed by Sacramento County in conformance with state law and maintaining records of street centerline ties and stationing and a listing of benchmarks established by Sacramento County.

Technical Resources

Our Technical Resources section reviews plans to determine if site improvements are necessary, and if addresses are correct. We calculate infrastructure, road & transit, sewer connection, drainage, and water connection fees. We check to make sure that new structures or additions are located outside recorded easements are maintained. Other responsibilities include transportation permits for oversize loads, encroachment permits for construction in the public right-of-way, street use permits for parades, block parties, etc., and permits for painting curbs.
