The Infrastructure Finance Section (IFS) is primarily responsible for the preparation of project-specific public infrastructure financing plans and the formation and administration of the resulting financing mechanisms to accommodate urban growth within the County. These financing mechanisms typically include community facilities districts (Mello-Roos), special assessment districts, development impact fee programs, county service areas, benefit assessments lighting and landscaping districts.
