PROJECT SETTING

Hazel Avenue CorridorThe Board of Supervisors approved the Hazel Avenue Improvement project in August 2006. The purpose of this “Complete Street” project is to reduce congestion and increase safety and mobility for all modes of transportation along the two-mile stretch of Hazel Avenue between Madison Avenue and U.S. Highway 50. When completed, this project will improve safety and aesthetics, provide multi-modal alternatives along the corridor, accommodate existing and future traffic, and will bring Hazel Avenue into conformance with the Sacramento County General Plan. In addition, the project will improve accessibility to and from driveways and side streets, the American River Parkway and other recreational areas. All roadway users will benefit from this project: motor vehicles, pedestrians, bicyclists, equestrians and transit passengers. Development of this project will require full acquisition of 45 residential parcels and partial right-of-way acquisition of 90 additional parcels.

The Project will widen Hazel Avenue from four to six lanes between Madison Avenue and Gold County Boulevard. It will provide 5-foot bicycle lanes on each side of the street and 10-foot sidewalks separated from the roadway by an 8-foot landscaped buffer strip. The existing dual, left-turn lane would be eliminated and replaced with a median wide enough to include large trees and other landscaping elements. In the corridor, signalized intersections will be modified to permit left-hand and U-turns and to provide for pedestrian crossings.

Additional features of the project include:

Roadway, Bridge & Safety Improvements

  • A downstream widening structure to the American River Bridge providing for 3 traffic lanes in each direction, bike lanes and barrier separated walkways for pedestrians, equestrians and bicyclists.
  • Modification of the lane configuration on southbound Hazel Avenue from Gold Country Boulevard to westbound U.S. 50 on-ramp to allow two lanes to the ramp meter with the carpool bypass lane.
  • Signal synchronization and truck weight and safety enforcement area.
  • Rubberized asphalt to reduce noise levels.
  • A turn pocket into commercial development south of Winding Way.
  • The addition of a second northbound left turn lane at the intersection of Hazel Avenue and Tributary Point Road.
  • Additional traffic signal at Phoenix Avenue.
  • A median refuge pocket for left turning vehicles existing Cliffside Lane.
  • Construction of a California Highway Patrol Truck enforcement area in the shoulder portion of northbound Hazel Avenue between the Folsom South Canal and Gold Country Boulevard.

Pedestrian, Bikeway & ADA Improvements

  • 5-foot bicycle lanes on each side of the street and -- at various locations -- 10-foot sidewalks separated form the roadway by an 8-foot landscaped buffer strip.
  • Modify signalized intersections to permit left-hand and U-turns and to provide for pedestrian crossings.
  • ADA improvements throughout.

Aesthetic Improvements

  • A landscaped parkway on properties requiring full acquisition.
  • The existing dual, left-turn lane will be eliminated and replaced with a median wide enough to include large trees and landscaping.
  • A multi-use “bench” constructed parallel to Hazel Avenue along the west side from Curragh Downs Drive to American River Bridge.
  • Soundwalls at select locations.
  • Utility lines buried where feasible.
