Background
The Youth Detention Facility is the County's only detention facility for minors. Here, they are held safely and securely prior to their court appearance. The original the Youth Detention Facility at Bradshaw Center was built in 1961 and since then has undergone minimal remodeling and expansion. For the past 13 years, the Youth Detention Facility has experienced severe overcrowding.
In October 1999, meetings between the county Probation Department administrators and the California State Corrections Standards Authority (former Board of Corrections) were held to discuss the State's concern about excessive crowding and related operational issues in the Youth Detention Facility. In response to the State's concerns, the Probation Department submitted a Suitability Plan to address overcrowding issues. On April 19, 2000, the Board of Supervisors gave conceptual approval to more forward to develop construction schedules to immediately expand bed capacity in the Youth Detention Facility.
