About the Youth Detention Facility Expansion
Chronic overcrowding of the Youth Detention Facility drives the need for more bed space. Currently, 90 new beds have been added to the facility. 120 additional beds are currently under construction

Dining areas, classrooms, dayrooms, medical and mental health, food service, laundry, new security electronics, and other services are being added to meet the increased needs that coincide with an increase in the number of youths housed there.

The work will be done in four phases also called construction packages (CP):

CP-1: includes the construction of three new 30-bed housing units, the new Intake and Release facility, the new Mental Health facility, and the new Central Plant.

Construction Schedule: Complete

CP-2: includes construction of the new Administration wing, renovation of the center core area, an addition to the warehouse, and new administration parking.

CP-3: includes the renovation of the existing housing units, warehouse, gymnasium, medical clinic, kitchen/staff dining area, and laundry.

Construction Schedule: December 2007 to October 2010

CP-4: includes the construction of four additional 30-bed housing units.

Construction Schedule: August 2007 to September 2008

A new Visitors Center has been constructed to provide a safe and comfortable area for visits with family, counselors, and attorneys. It was constructed along with new Juvenile Courthouse. The Work Projects building has also been completed.

Who's Who on the Project
The Architectural Services Division Project Managers for the County on this project are registered architect Paul Santacroce and Christopher Bryson. The Youth Detention Facility was designed by the architectural firm of Lionakis Beaumont Design Group, Inc.

What does the Architectural Services Division do?
The Architectural Services Division (ASD) of the Department of Facility Planning, Architecture and Real Estate within the Internal Services Agency has overall responsibility for the management of this project. The ASD is made up of over 40 people, of which 16 are licensed architects and engineers. The ASD project manager has many responsibilities including:

  • Establishing the Project Direction and Scope of Work.
  • Writing the Request for Qualifications (RFQ), and interviewing and selecting consultant architects and engineers.
  • Negotiation of fees and scope of services.
  • Coordination with other City, County, State, and Federal agencies.
  • Overall Project Management from feasibility and conceptual design and budget, through construction completion and client move in.
  • Designing the project or overseeing the consultant firms hired to design the project.
  • Management of many aspects including architectural, structural, civil, mechanical, electrical and interior design, as well as specialty consultants as each job requires.
  • Participating in the preparation of environmental impact reports.
  • Meeting with the community to provide information on the project.
  • Overseeing that the appropriate approving agencies, regulations, and laws are followed.
  • Presentations to the Board of Supervisors for project direction and approval.
  • Overseeing the bidding process.
  • Interfacing with contractors on construction issues.
  • Assessing the current and future demands for design and construction services.
  • Establishing and maintaining the project budget.
