Apartments - General Information

Recycling for Apartments

Residents of multi-family housing units in the City of Sacramento, Citrus Heights and the Sacramento County Unincorporated Area now have the same recycling opportunities as single-family and duplex homes. This service was adopted by the Sacramento Regional County Solid Waste Authority (SWA) February 5th, 2000 in accordance with Ordinance V. This ordinance requires all multi-family communities with five or more units on one parcel within the Cities of Sacramento, Citrus Heights and the Sacramento County Unincorporated Area to provide recycling programs for their tenants.

Service Providers

Apartment owners and managers may use a recycling service provided by a permitted waste hauler, a recycling service from an independent recycler, or an owner or manager can choose to haul the recyclable materials themselves (called self-hauling). In any case, the Ordinance requires Plan Forms to be submitted describing the type of recycling service that will be used. (See Plan Forms in the Documents Section). If a permitted waste hauler or an independent recycler is used, they should fill out the plan forms and submit them to the County. If the owner or manager hauls their own recyclables, then the owner or manager must fill out Plan Forms themselves and submit them to the County.

Ordinance Requirements

The Ordinance establishes 30% of your collection volume as a target amount of space allocated for recycling. (For example, if an apartment complex normally has 10 cubic yards of garbage bins, then 3 cubic yards of new service should be set up for recycling). When you can use 30% of your collection volume for recycling space, you should use Plan Form A. If 30% space cannot be used for recycling, then submit Plan Form B (See Plan Forms in the Documents Section). Forms must be submitted to Sacramento County.

Ordinance Five Timeline:

  • Initial 30% of all multi-family communities receive service between July 1 and December 31, 2000
  • Additional 30% of multi-family communities receive service between January 1 and June 30, 2001
  • Final 30% of multi-family communities receive service between July and December 31, 2001.
