The Department of Water Quality provides a workforce for two special Districts:

The Sacramento Area Sewer District is responsible for building and maintaining the system that collects wastewater from local homes and businesses. They provide sewer services for the unincorporated areas of Sacramento County, the cities of Citrus Heights, Elk Grove, and Rancho Cordova, and portions of the cities of Folsom and Sacramento.

The Sacramento Regional County Sanitation District is responsible for wastewater conveyance, treatment and proper disposal. Its contributing agencies include the Sacramento Area Sewer District, and cities of Folsom, Sacramento and West Sacramento.
