Beach Stone Lakes and Point Pleasant Flood Protection Stakeholder Forum
Background

The Beach Stone Lakes and Point Pleasant areas of southern Sacramento County (including the Franklin Pond, upstream of Interstate 5) suffered severe flood damage in 1986 and 1997. It now appears that the CALFED North Delta project will not significantly abate the flood threat in this area.

In late 2005, with the support and staff assistance of the State of California Department of Water Resources, the County Department of Water Resources initiated a consensus effort to consider options to reduce flooding risk in the study area. This stakeholder forum is intended to address and balance issues of flood damage reduction, habitat preservation and restoration, and preservation of the agricultural economy.

After the first three meetings, County DWR has assumed full responsibility for completing the consensus process, with the objective of preparing a tentative framework or plan for the area for review by the County Board of Supervisors and the affected community by late 2006.

County DWR has retained an engineering consultant to evaluate alternatives proposed by stakeholders, and The Center for Collaborative Policy has been retained to provide facilitation services.
