Glossary of Terms
The following are terms used in the
Department's work that you may not be familiar with
ALERT
- Acronym for Automated Local Evaluation in Real
Time. The ALERT system is comprised of a network of gaging stations that
collect rainfall and creek level data in real-time.
FEMA
NFIP
- National Flood Insurance
Program — created in 1968 in response to the rising cost of taxpayer funded
disaster relief for flood victims and the increasing amount of damage caused by
floods. It makes Federally-backed flood insurance available in communities that
agree to adopt and enforce floodplain management ordinances to reduce future
flood damage. It is managed by FEMA (Federal Emergency Management Agency).
SCWA
- Sacramento County Water Agency — Formed in
1952, it is a District whose boundaries include the entire County of Sacramento.
It's purpose is to control and conserve storm, flood and other surface waters
for any beneficial use.
SFHA
- Special Flood Hazard Area — Areas
identified by FEMA as having a potential for
flooding. Each area within a SFHA has been assigned a flood zone that represents
the level of flooding risk for that particular area. The flood zone is used to
determine the cost of flood insurance for that area.
Wheeling
- The term wheel or wheeling is defined in the Agreement Between the City
of Sacramento and the County of Sacramento and Sacramento County Water Agency to
Treat and Deliver (Wheel) Surface Water as: "The act or procedure whereby
County Surface Water is diverted, treated, and delivered by City to County Water
Facilities..."
- The Wheeling Agreement is the document that contains the specific conditions
under which the City will divert, treat, and deliver surface water to the
County.
