Save up to $125.00 on an ultra-low flow toilet, today!

Did you know that toilets account for 27 percent of your indoor water use? Toilets manufactured before 1992 can use between 3.5 to 7 gallons per flush. That's a lot of water! New low-volume flush toilets use 1.6 gallons or less per flush. It gets the job done, but with less water.

Replace your old water-guzzling toilet with a new water efficient model and get money back. Metered customers get an extra benefit - by reducing water use, you'll save money on your water bill.

The RWA, SRCSD, and water providers reserve the right to change the terms of this program at their discretion. The RWA, SRCSD, and water providers are not responsible for receipts or paperwork lost in the mail. The RWA, SRCSD, and water providers cannot guarantee that the installation of the ULFTs will result in lower water utility costs. Funding for this program is limited. Applications will be processed on a first-come, first-served basis.

Sacramento County Water Agency customers with toilets that flush more than 2.0 gallons per flush are eligible. If you are not a Water Agency customer, you may be eligible from your water service provider. Other water providers that are participating in this program include:

Are rebates on a first-come first-served basis?  Go back to top

Yes. When funds are exhausted, or when your water provider or SRCSD programs end.

How much are the rebates?  Go back to top

You may receive a combined rebate from your water provider and Sacramento Regional County Sanitation District (SRCSD). Generally, water provider rebates vary from $50 To $75 per rebate. SRCSD may also contribute up to $50 per toilet to District qualified applicants. Not all applicants who qualify for a water provider rebate will be qualified for the District rebate. Total rebate amounts will not exceed the money spent.

Your water provider must be a participating agency. 

  • The toilet to be replaced must have been installed prior to 1994 and flush more than 2.0 gallons per flush. 
  • Purchase of material must occur within the program period of July 1, 2007 to June 30, 2008.
  • Residential, commercial, industrial, institutional, and multi-family applicants are eligible.

No. Replacement of one ULFT for another is not eligible under this program.

No. New construction is not eligible under this program.

How do I get my rebate?  Go back to top

  • Call SCWA or your water provider to see if rebates are available and how much you are eligible for.
  • Return the original dated receipt or plumber's invoice with the price, model and brand of each toilet listed individually, and the completed application. Keep a copy of the receipt and application for your records. 
  • Submitting a signed application represents agreement to have the Water Agency verify installation of the toilet with accompaniment. We may contact you to schedule an inspection. The inspection must be completed prior to your rebate check being issued.

Yes. You may install the toilet(s) yourself or hire a licensed contractor.

Eligible expenses include your 1.6 gpf tank, bowl, seat, supply line, wax ring, caulking, bolts, bolt covers, tax and the cost of professional installation.

When will I receive my rebate?  Go back to top

SCWA will issue rebate checks within eight-ten weeks of receipt of your completed application materials. If an inspection is required, it must be completed before you will be eligible to receive your rebate check. Due to time taken to schedule inspections, it may take longer than eight-ten weeks to process your rebate.

SCWA provides $75 per toilet to eligible customers and SRCSD provides up to $50 per toilet for their eligible customers. The maximum total rebate is $125 per toilet.

How do I know my toilet qualifies?  Go back to top

The easiest way to tell is by the age of the toilet. If your toilet was manufactured before 1992, it most likely is not a ULFT. If it was manufactured after 1992, it most likely is a ULFT. Manufacture dates are usually engraved on the back inside wall of the toilet tank or on the underside of the tank lid. Another way to determine flush volume is to turn off the valve on the water supply line. Flush the toilet to empty out the water in the tank. Use a gallon milk jug to fill the tank up to the fill line and determine the gallons per flush for your toilet.

Yes. The vast majority of ULFT's work very well. Many water suppliers around the state have been doing toilet rebates and have surveyed their customers. One agency in the San Francisco Bay area has received over 4,000 surveys and found that ninety-eight percent of their customers rated the performance of their new ULFT's as either excellent or good. Like any product, quality can vary between ULFT brands and models, so it is important to shop around. Ask your plumber or hardware store salesperson which models they would recommend. Make sure the product is warranted.

One item to determine is the rough-in distance. Measure the distance from the wall behind the existing toilet to the middle of the toilet drain opening in the floor. This distance is needed to ensure you purchase the correct size toilet.

What else should I look for in a toilet?  Go back to top

Fully glazed trapway - while not a requirement for a good toilet, it can improve flushing and bowl cleaning performance. Generally the larger the diameter of the trapway, the better - larger than 2" is preferred.
